As per section 5 of the Animal Control  By-law No. 2198-18

a) No person may own, keep, harbour, or have in possession more than two (2) cats over the age of 4 months in and around any premises or dwelling within the City. If an owner possesses a female cat who has a litter of kittens, the owner may keep the kittens until the completion of the weaning process.

b) No license is required on any cat.
