As per section 9 of the Animal control By-law No. 2198-18: 

An owner of a domestic pet other than a dog or cat shall not allow the domestic pet outside of the owner's premises unless the domestic pet is, at all times while outside of the owner's premises, under the immediate charge and effective control of a person competent to control it.
